Radio Amateur Civil Emergency Service

RACES is a radio communications service established to provide amateur radio support to civil defense organizations during periods of local, regional, or national emergencies. Operating under the authority of state and local emergency management — in Texas, coordinated through the Texas Division of Emergency Management (TDEM) — RACES activates when normal communications infrastructure is degraded or overwhelmed.

K5ANM serves as Alternate Chief Radio Officer (CRO) for RACES District 12. This section covers RACES structure, the relationship between RACES and ARES operations, served agency contacts, and activation protocols relevant to District 12 and Travis County operations.
